National Advisory Committee

The National Advisory Committee (NAC) serves as a key clinical resource to our program, by offering expert clinical insights and guidance. Comprised by 5 respected dental professionals, from a variety of specialties, the NAC also provides clinical reviews to ensure fair and thorough evaluations, particularly when dentist appeal nonrenewal decisions. Their primary purpose is to ensure clinical fairness, accuracy, and consistency in our risk management practices by bringing a practitioner’s perspective to the table. This collaborative effort strengthens our program’s commitment to balanced, informed, and clinically sound outcomes.

Dr. Mersinger

Chair

Dr. Mersinger graduated from the University of Maryland School of Dentistry.  Upon graduating from dental school Dr. Mersinger opened a private general practice about 25 miles outside of Baltimore which he continued for 43 years.  Dr. Mersinger served as president of the Maryland State Dental Association in two separate terms, served as Speaker of the House for the Maryland State Dental Association, and served in elected capacity in the Carroll County Dental Society holding  many offices over his decades in practice. Dr. Mersinger previously served on the National Advisory Board for 25 years, seven as the chair.  Dr. Mersinger resides in Hampstead, Maryland. 

Dr. Genrich

Dr. Genrich has been on the National Advisory Board for 6 years and have been in Private Practice General Dentistry for 40 plus years. He has also been a Clinical Restorative Instructor at the UNMC College of Dentistry for 40 plus years, Member of ADA, NDA and LDDA, was on the NDA Insurance Committee for 15 years Past President of LDDA and UNMC COD Alumni Association. Fellow in American College of Dentists, Dental Director of Clinic with A Heart.

Dr. Toomey

Dr. Toomey is an Annapolis native, who has lived in Baltimore since 1996. His DDS was earned from the University of Maryland, College of Dental Surgery. He continued his training at the Baltimore VA Hospital’s Dental Residency Program as Associate Director after serving as the chief resident. He has served on the Dean’s Faculty of the UMD Dental School and currently serves on their admissions committee. 

Dr. Toomey is an active member of the Bite FX Mastermind, which is a select group of TMJ dentists from the US and Canada, who meet in person, once/year to discuss cases, treatments and practice improvements.

In private practice, Dr. Toomey has seen the effects of TMJ disease and malocclusion. He has studied this for over 20 years to best help these patients with minimally invasive treatment. He has had tremendous results, including developing the Toomey Technique initiating regrowth of the condyles in a idiopathic condylar resorption case of a 12 year old. He regularly trains and teaches his staff so that his team can give the best care to their patients. This approach been appreciated and valued by his patient population and his staff.

Dr. O’Neill

Born in southern Wisconsin, Dr. Shaun O’Neill has spent the last decade in Iowa attending both Luther College and the University of Iowa College of Dentistry. He was recognized with numerous awards from the college, university and the American Student Dental Association for his leadership and clinical skills. Dr. O’Neill was the Iowa American Student Dental Association’s president and trustee of the American Student Dental Association. In that role, he created the first annual IASDA Pre-Dental Summer Academy and presented to the Board of Regents on behalf of the University of Iowa College of Dentistry to emphasize the importance of the college in Iowa.

His leadership has continued after dental school as Dr. O’Neill served on the National Advisory Board for the Professional Protector Plan and was recently elected Vice-President of the Fort Dodge District Dental Society. He volunteers and helps run the free dental clinic in Spirit Lake that is located at the hospital. Dr. O’Neill’s leadership was recently recognized by the American College of Dentists as he has been inducted as a fellow. Less than 3% of dentists nationwide are inducted as it recognizes dentists for exemplified excellence through outstanding leadership and contributions to dentistry and society.
